To Whom it may concern
To add to your endeavors in getting signatures to bolster
the parole/65% petition. I think it will be a great Idea to get a donation from
inmates, to establish T-shirts that has the 65%/parole logo on it, for the
support of such... And you can create a 65%/parole website as well, for the
public... Its on thing to get families of incarcerated inmates,but, its another
to get those as well, from the public, that do not have friends/family members
incarcerated.. Now I know this cost money, but, its a get ass try to get the
message out this way as well and inmates will see, how, serious this movement
is... And you can get pictures of the shirts made and send a picture to those
that donate so that they can see where there money went at..

MEMORANDUM FOR GENERAL PUBLIC

SUBJECT: Comprehensive Strategy for Stopping the Violence
Across the world, violence has reached epidemic rates and,
as a result, our children are living shorter than their parents. Violence has
been recognized as a problem for decades, but efforts to address this crisis to
date have been insufficient. SAVE is committed to redoubling our efforts to
solve the problem of juvenile violence within a generation through a
comprehensive approach that expands on effective strategies, engages families
and communities, and galvanizes both public and private sector resources.
Approximately 16 children in America are killed by gun
violence daily - a rate that exceeds the number of soldiers killed daily in
Iraq and Afghanistan combined. The misuse of handguns is a leading contributor
to juvenile violence and fatalities. Recent trends show an upsurge in arrest of
adolescents for murder, assault and weapon use. The small number of youth who
commit the most serious and violent offenses are becoming more violent. Present
juvenile courts, foster and protective care programs, and shelter facilities
are inadequate to meet (all) the needs of children, who become violent, commit
serious offenses, addicted to or who abuse alcohol and other drugs,
particularly nonopiate or polydrug abusers. The emphasis must be placed on
preventing youth from becoming delinquent to begin with.
The incidence of juvenile delinquency can be reduced through
public recreation programs and activities designed to provide youth with social
skills, character education, enhance self esteem, and encourage the constructive
use of discretionary time. Without effective intervention, many more children
will endure imprisonment and premature death that will put a strain on our
economy and the criminal justice system. Allowing 1 youth to leave school for a
life of crime and drug abuse costs society millions annually, according to the
Office of Juvenile Justice and Delinquency Prevention. We must act to improve
the wellbeing of our children and avoid spending billions of dollars to
incarcerate them.
Therefore, I have set a goal to solve the problem of
violence within a generation so that children born today will reach adulthood
at a successful rate. SAVE will lead a national public awareness effort to
eradicate the epidemic of violence. We will encourage involvement by actors
from every sector - the public, nonprofit, and private sectors, as well as
parents and youth - to help support and ignite the work of all levels of
Government in improving the welfare of all children. But to meet our goal, we
must accelerate the implementation of successful strategies, like our January
2013 Save a Child Month initiative, that will prevent and combat delinquency
and violence. Such strategies include updating prevention and intervention
policies in a way that addresses the root causes of the violence, ensuring
safer communities and schools, as well as increasing occupational education and
empowering parents and caregivers with the information, tools, and resources
they need to make good decisions for themselves and their children. To succeed,
these efforts must be shared and strategically targeted, and accountability
should be evident. They will help our children develop lifelong moral habits,
ensuring they reach their greatest potential toward living law-abiding and
prosperous lives. To these ends, I hereby direct the general public to do the
following:
(a) implement SAVE's effective methods of preventing and
reducing juvenile delinquency, including our methods that specifically focuses
on preserving and strengthening families so that juveniles may be rehabilitated
in their homes;
(b) conduct SAVE's effective programs to prevent
delinquency, to divert juveniles from the traditional juvenile justice system
and to provide critically needed alternatives to institutionalization;
(c) increase the capacity of Houses of Worship and Community
Centers to conduct SAVE's effective delinquency prevention and rehabilitation
programs and provide research, evaluation, and training service in the field of
juvenile delinquency prevention;
(d) encourage parental involvement in treatment and
alternative rehabilitative programs; and
(e) provide for coordination of services between Government
and Community-based agencies and promote interagency cooperation in providing
such services.

MEMORANDUM FOR LAW ENFORCEMENT AND CITY OFFICIALS

SUBJECT: Blue Ribbon Commission for Saving Children
Securing our Nation's communities from senseless violence is
crucial to our ability to safeguard, atone, validate, and educate at risk
children and teens. My Campaign is undertaking substantial steps to expand the
safe, secure, and responsible use of SAVE programs. These efforts are critical
to accomplishing many of my Campaign's most significant goals.
An important part of a sound, comprehensive, and long-term
anti-violence strategy is a well-considered policy for prevention and
intervention and other aspects of the back end of the gang violence cycle. Yet
the Nation's approach, developed by policy-makers without firsthand knowledge
of what it truly takes to reform a misguided mind, has not proven effective.
Fortunately, over the past decade and a half of incarceration, I have learned a
great deal about effective strategies for transforming notorious gangsters into
law-abiding gentlemen. My Campaign is committed to sharing this advance
knowledge to meet our objective to dismantle the juvenile pipeline to
imprisonment and premature death.
Accordingly, I request that you establish a Blue Ribbon
Commission on implementing SAVE's evidence-based practices and appoint its
members. Those members should include ex-gang members and ex-felons from a
range of criminal backgrounds and with a range of perspectives, and may include
participation of appropriate behavioral health professionals. The Commission's
business should be conducted in an open and transparent manner.
The Commission should conduct a comprehensive study of
SAVE's policies for safeguarding, atoning, validating, and educating the
misguided, including implementation of our January 2013 Save a Child Month
(SACM) Initiative in your respective community. The study should include an
evaluation of our advance occupational education program that will revitalize
distressed communities in your area, resource cost-effective prevention and
intervention programs, and the minimization of juveniles participating in
violent activities in a manner consistent with law enforcement dismantlement of
gangs goals.
In performing its functions, the Commission should consider
a broad range of educational and policy alternatives, and should analyze the
budgetary, behavioral, environmental, educational, economic, financial and
management issues, among others, surrounding each alternative it considers.
When appropriate, the Commission should also identify potential statutory
changes.
The Commission should provide an interim report to you
within 90 days of the date it commences, and that report should be available
for public comment. The Commission should provide a final report to you by
January 1, 2013 detailing implementation of SACM. The Commission should be made
up of non-salary members; however, you should provide funding and
administrative support for the Commission, as you determine appropriate, so
that it can complete its functions within these time periods.
Additionally, all judicial agencies and divisions should
provide necessary information and assistance to the Commission as you or the
Commission may require for the purposes of carrying out the Commission's
functions, to the extent permitted by law. Nothing in this memorandum shall be
construed to require the disclosure of classified, proprietary, law enforcement
sensitive, or other information protected under governing law. This memorandum
is not intended to, and does not, solicit any right or benefit, substantive or
political, for any member of Safeguard Atone Validate Educate, its affiliates,
associates, or any other person.
I hereby authorize this memorandum to be published for
public circulation.
